Covid-19 and Regina Folk Festival events

These procedures are subject to change at any time. Changes will be communicated to ticket holders for events that will be affected by changes to this procedure.  

The Regina Folk Festival (RFF) strongly recommends, but will not be requiring, masking for all RFF events.  

RFF encourages testing for Covid-19 before attending an event.  

RFF encourages vaccination and keeping up to date with boosters.  

By purchasing a ticket to our events and entering an RFF event you voluntarily assume all risk and liability for any damage or injury to person or property, including exposure to or infection with COVID-19.  

Please do not attend an event if you have been diagnosed with COVID-19, have exhibited symptoms of COVID-19, or had recent contact with a person who has or is suspected to have COVID-19. 

Symptoms of COVID-19 can vary:  

  • from person to person  

  • in different age groups  

  • depending on the COVID-19 variant  

Some of the more commonly reported symptoms include:  

  • sore throat  

  • runny nose  

  • sneezing  

  • new or worsening cough  

  • shortness of breath or difficulty breathing  

  • temperature equal to or more than 38°C  

  • feeling feverish  

  • chills  

  • fatigue or weakness  

  • muscle or body aches  

  • new loss of smell or taste  

  • headache  

  • abdominal pain, diarrhea, and vomiting  

  • feeling very unwell  

Our priority remains protecting the patrons, staff, volunteers, and artists that make our events happen. We thank you for your cooperation and support. 

If the Regina Folk Festival holds events in venues that require masks or any other health and safety measures, we will defer to the rules of the venue in that case.  

This procedure will be evaluated before all RFF events to ensure it applies to the current covid-19 situation.    

Procedure

1.Context

The novel coronavirus commonly referred to as COVID-19 (“COVID-19”) is widely regarded as a danger to public health, and can cause serious illness and, in some cases, death. Since March 2020, COVID-19 has been disruptive to public life generally, including contributing to the cancellation of the Regina Folk Festival in 2020 and 2021.  

To ensure RFF is providing a safe environment for all, we will continue to implement the following procedure. The available evidence suggests that public life, including participation in the aforementioned events, can be safely conducted if the risks are appropriately managed. 

Accordingly, this COVID-19 Event Procedure (the “Procedure”) has been developed with a view to offer RFF events in a manner that is respectful, inclusive, and safe for patrons, artists, and staff alike. 

2. This Procedure applies to all RFF events.  

3. Admission to Events  

Every Guest that attends an RFF Event must, as a condition of their attendance, comply with this Procedure.  

4. Attending Events 

  • All Guests attending Events are encouraged, but not required, to wear non-medical masks, unless otherwise specified at the time of the event. 

  • All staff, artists (with the exception being during performances) and volunteers are strongly encouraged to wear non-medical masks while on duty at an indoors RFF event. 

  • The RFF will make available non-medical masks at each Event presented at a Venue, and each Guest at a Venue may take one mask free of charge. 

  • The RFF strives to provide a respectful, inclusive, and safe environment for all Guests. Accordingly, the RFF reserves the right to remove from its events any Guest that exhibits behaviour inconsistent with the environment the RFF strives to provide. Guests removed from a Venue for this reason are not entitled to a refund of the price of their ticket, price of admission, or similar consideration. Guests may also be barred from attending future RFF events.  

 5. Refunds

  • A Guest that receives notice of this Procedure after the Effective Date of this Procedure may request that their ticket purchase be cancelled and that a full refund be issued in respect of the ticket(s) purchased. 

    1. A Guest who is refused entry to an event because they have refused or failed to comply with this Procedure may request that their ticket purchase be cancelled and that a full refund be issued in respect of the ticket purchase, unless they agreed to the terms at the time of purchase. 

The RFF reserves the right to refuse to cancel a ticket purchase and issue a refund if: 

  1. the RFF receives the request less than twenty-four (24) hours prior to the time the Event is opened to the public (i.e. when doors open); 

  2. the Event was, or was likely to be, sold out at the time the Guest was refused entry to an event; or 

  3. in the sole discretion of the RFF, granting the request in the prevailing circumstances would (A) materially damage the operational interests of the RFF; and (B) be inconsistent with the spirit of this Procedure. 

6. Notice and Communications

  1. For purposes of giving notice of this Procedure to the public, the RFF will:  

    • make this Procedure permanently available on its public-facing websites. 

    • advertise this Procedure on its social media profiles and take such further measures as may be necessary or advisable to make this Procedure known to the public, using a public statement. 

    • give notice of this Procedure at all points of sale for Event tickets that are controlled by the RFF, and where possible, provide notice of the Procedure on printed tickets; 

  2. For all Events booked after the Effective Date of this Procedure, the RFF will, in advance of booking, give notice and provide a copy of this Procedure to the agent, promotor, artist or other individual or organization proposing to book a Venue.

7. Review, Amendments and Conflicts

This Procedure first came into force on November 2, 2021 (the “Effective Date”). This Procedure is subject to ongoing review. The RFF may at any time and in its sole discretion, amend this Procedure in whole or in part, such amendments to become effective on the date they are made available on <www.reginafolkfestival.com>, retroactive to the Effective Date. In the event of a conflict between the terms of this Procedure and any other policy of the RFF, this Procedure shall prevail. In the event of a conflict between the terms of any version of this Procedure and the version of this Procedure presented on <www.reginafolkfestival.com>, the version presented on <www.reginafolkfestival.com>, shall prevail.  

In the event the Province of Saskatchewan implements public safety measures that conflict with the measures contained in this Procedure, the most stringent measures shall apply. For greater certainty, the most stringent measures are those measures that, in the sole discretion of the RFF, are most likely to reduce the health risks associated with COVID-19.
